(1) According to section 39 of the Act, when an employee is promoted, the Committee shall decide for promotion to the gazetted first class and above and the General Secretary shall decide for promotion to the post below. The General Secretary shall inform the committee of the promotions made in accordance with this rule.
(2) When promoting in accordance with sub-rule (1), after looking at the records in the Secretariat and the civil library, after understanding the continuity of service and age of the employee, the promotion should be informed to the civil library.
(3) In accordance with section 39 of the Act, the employee who is promoted to a higher position will be provided benefits not less than the benefits he will get if he retires from a lower position.
